I don't quite understand why this wasn't a problem before, but now it is..))
I think the linked example for Olyka explains everything.

In the same new file there are some examples for RUS - e.g. 97.5 Stavropol. They coordinate this frequency with increased power (32 dBW), so the old entry (25 dBW) is going to be deleted from the database.
SUPPRESS was indeed used for UKR, but some time ago to remove old analog TV entries.

Because I found workflow now, and not before.
For me it means that both location are ok with neighbour countries and Ukraine can choose where to make it work.

I have my conclusions based on reviewing many of these files BRIFIC (starting with GE84/157 - 10.2009), in order to obtain data for the FMSCAN.org database. In the past, SUPPRESS was indeed used more often.

In any case, we will see what time will bring and in which city the radio station will start on 89.9)
